Salem City Council approved up to $1,368,762 more in bond funding for Casa Loma’s affordable housing infrastructure near Corban University, raising its total commitment to nearly $4.37 million.
The project planned for 279 units — set to open in March 2028 — will leave about $5.1 million in the affordable housing fund.
A state report shows that Oregon placed foster children with relatives above the national average in February, May and July and stressed that relative placements help children stay connected to family.
New procedures (including a parent certification launched last August) and community partnerships are streamlining caregiver processes.
